Board Lets Water Lagoon Permit Bid Withdraw

Cohasset Planning Board lets Water Department drop its own lagoon-expansion permit request. The board voted 5-0 to allow the withdrawal of a special permit application for a third residual lagoon at the King Street treatment plant, after peer reviewer Patrick Brennan found the project exempt under the town's land-alteration bylaw. Dowling of Woodard & Curran said the expansion would require removing about 1,200 cubic yards of ledge against a 16,000-cubic-yard cut-and-fill balance, needed as the town's population grew from 7,200 in 2000 to 8,300 in 2020. Town Counsel Carolyn Murray warned that voting the project "exempt" outright could itself be appealed. Separately, the board voted to let a 159 Atlantic Avenue applicant withdraw without prejudice after Chair Clark Brewer acknowledged conflating the bylaw with an already-built swimming pool: "I made a mistake," he said.
