Cohasset Planning Board unanimously converts Pleasant Street units back to rentals

COHASSET — September 17, 2025 — Cohasset Planning Board votes 4-0 to convert 1 Pleasant Street back to rental apartments, restoring all 14 units to the town's affordable housing inventory. The board approved a special permit modification Wednesday that reverses a 2024 decision converting the mixed-use building's residential units from rentals to condominiums — a change made in anticipation of a town hall purchase that never occurred. Attorney Delisi, representing applicant 1 Pleasant Street, Cohasset, LLC, told the board the conversion is tied to the property's financing terms and confirmed the applicant had already paid the full sewer betterment of approximately $150,000. Under state law, four of the 14 units will carry deed restrictions as affordable — two one-bedroom and two two-bedroom — but all 14 will count toward Cohasset's Subsidized Housing Inventory because 25 percent of the building is deed-restricted rental housing. Paul Kearse, chair of the Affordable Housing Steering Committee, testified in support, noting the same counting mechanism allows Avalon's 200 units to all count despite only 20 being deed-restricted.
